Created alternative to prison for 1st time drug offenders

In 2000, Gov. Thompson started the Felony Drug Offender Alternative to Prison Program. This program offers first time offenders, ages 17 to 25, a special probation option requiring them to participate in behaviorial and drug counseling, as well as education, life skills and employment training.
