Recommended establishment of an International Criminal Court

In the American Bar Association, Miers was chairwoman of a panel that recommended establishment of an International Criminal Court. That will not sit well with the Republican base. Miers has no background in the conservative movement and no apparent activity in the Republican Party until Bush, her personal client for 14 years until that point, ran for governor in 1994.
