GOP has failed to keep government limited

Carter plans to focus on energy issues, particularly promoting coal research as greenhouse gas concerns continue to swirl. Carter also is concerned about high health care costs for small businesses and keeping government limited--something he feels Republicans have not done in recent years. Achieving each of those goals would need to happen while projecting a more civil tone in Washington and keeping Wyoming and Western interests in mind, Carter added.
