Domestic Security Plan: harsh penalties for terrorism aid
The Wisconsin Domestic Security Plan proposed by Jim Doyle would punish anyone who threatens acts of terrorism, prosecute those who provide support to terrorists and prevent acts of terrorism through sophisticated intelligence tools.
Doyle?s plan will:
Equip law enforcement with the tools and resources necessary to identify and investigate potential terrorist acts, including additional safeguards for name changes on state-issued identifications, broader use of Department of
Transportation photo identification by law enforcement, allowing for multi-jurisdictional subpoena power, and expanded wiretapping authority;
Create a new penalty for those who try to spread fear through hoaxes, threaten to use a destructive
device or to harm others, and makes it a felony to threaten public officials and employees; and
Create a new crime for those who provide support for terrorists.
