Convert from gasoline vehicles to hydrogen or other fuel

Provide strong financial incentives to convert from gasoline fuel for vehicles to clean-burning, less expensive hydrogen or similar clean-burning fuel.

Provide financial incentives for alternative energy

We need to create special incentives for an alternative primary source of energy to oil. Such an alternative source would be a potential means of substantial withdrawal from the Middle East. Possibilities include a MAJOR financial reward for production of a hydrogen-based, water emissions system (or a similar environmentally healthy system) that can work on a global basis, with oil companies to be granted a significant percentage (e.g. 90%) of the initial rights of supply, to last for a period of 10 years, in exchange for funding (or reimbursement of) the reward. (Suppliers of drilling equipment would similarly be given rights to produce the new production equipment, in exchange for contributing to the reward.) Tax credits could be provided to individual purchasers to cover part of the cost of vehicles with the new engines and replacement of existing engines, with costs thereof partially or fully funded through increased excise taxes on gasoline sold for automobile consumption.
