Americans have paid war surtaxes in past wars

It is time for representation that is not tied to the failed policies of an incumbent president but to the will of the people of South Carolina. Congressional Democrats responded to the occupation of Iraq with too much government spending and proposed legislation enacting a war surtax to help pay for the war in Iraq. Senator Lindsey Graham responded to the idea of a war surtax by saying: "You pay for the war by winning the war. How did we pay for World War II? Everybody rolled up their sleeves and did the best they could."

I really do not understand how Sen. Graham could say such a thing. Senator Graham is not correct; Americans paid surtaxes to help pay for WWII. Americans were also asked to buy War Bonds to help pay for WWII, something so famous that surely even Senator Graham is aware of that fact.
