Kaufman graduated from Duke University with a degree in mechanical engineering, and then earned a Master's Degree in Business Administration from the Wharton School of the University of Pennsylvania.

Ted moved to Delaware in 1966 to work for the DuPont Company. It was during this time that he first got involved in Delaware politics, working on various campaigns.

Volunteered for Biden's Senate campaign in 1972

In 1972, Ted joined Joe Biden's long-shot U.S. Senate campaign on a volunteer basis. After Joe Biden's surprise victory, Ted took a one-year leave from DuPont to work in Joe Biden's Delaware office. Ted Kaufman is the intended replacement for U.S. Vice President-elect Joe Biden’s seat in the United States Senate, representing Delaware. Served as Biden’s chief-of-staff for 19 years

Kaufman earned a Bachelor of Science in mechanical engineering from Duke University and an Master of Business Administration from the Wharton School of the University of Pennsylvania. For 22 years, from 1973 to 1995, he was on Biden’s Senate staff, with the last 19 years as Chief of Staff. Kaufman also worked on Biden’s campaigns. Independently, he worked as a senior lecturing fellow at Duke University School of Law, beginning in 1991. In 1995, he was appointed to the Broadcasting Board of Governors. Appointed for 2-year term; will not run for re-election

On November 24, 2008, Governor Ruth Ann Minner of Delaware announced at a press conference her intention to pick Kaufman to replace Joe Biden in the United States Senate for Delaware. He will be sworn in early to mid January after Biden resigns to become Vice President of the United States. Voted YES on confirming of Sonia Sotomayor to Supreme Court.

Yesterday, the Senate Judiciary Committee kicked off the confirmation hearings for Supreme Court Nominee, Judge Sonia Sotomayor. In her opening statement, Judge Sotomayor pledged a "fidelity to the law:"

"In the past month, many Senators have asked me about my judicial philosophy. It is simple: fidelity to the law. The task of a judge is not to make the law--it is to apply the law. And it is clear, I believe, that my record in two courts reflects my rigorous commitment to interpreting the Constitution according to its terms; interpreting statutes according to their terms and Congress's intent; and hewing faithfully to precedents established by the Supreme Court and my Circuit Court. In each case I have heard, I have applied the law to the facts at hand."
