On Budget & Economy: Massive overspending and over-borrowing crowds out jobs

For a decade now, the Democrats who run Illinois state government have taxed, and borrowed, and spent us into a hole. Spending is up, debt is up, taxes are up--and, not surprisingly, jobs are down. Even as Illinois families have had to cut their spending to get through tough times, state government spending just keeps growing--up from $30 billion per year just four years ago to $35 billion this year.

Massive overspending and over-borrowing by the state government isn't important just because it fuels higher taxes, it's important because it crowds out private investment and makes it difficult for job creators to do their thing. Moreover, the consistent heavy overspending makes the credit rating agencies raise serious questions about our ability to repay all our state borrowing--and that results in lower credit ratings, which translates into higher interest costs for the state's debt service.

On Energy & Oil: Clean renewables in future; for now, drill ANWR

For too long, our dependence on oil--particularly foreign oil--has shaped our foreign and national security policy. We need to develop a comprehensive energy policy for the 21st Century, so that we can reduce our dependence on foreign oil, and claim energy independence. We must make it a national priority to use our technological superiority to develop alternate, renewable forms of energy, while simultaneously creating effective, common-sense incentives for conservation.

Meanwhile, we must take advantage of the rich natural resources America enjoys. I believe we must increase domestic supplies of energy, including allowing for exploration and drilling in the Arctic National Wildlife Refuge. I believe we must move more aggressively to produce and shift toward ethanol-based fuels. I believe we should reduce the regulatory red tape that has effectively shut down the growth of one of the cleanest, safest, most affordable sources of energy we have--nuclear power.

On Health Care: One-payer systems are not the answer

The Federal Government should do nothing which would have the effect of reducing the quality of health care afforded us. One-payer systems, like those in Great Britain and Canada, are not the answer. Instead, we should take steps to make health care more available & more affordable.

We could create--at the state level--statewide health insurance exchanges, through which the self-employed, and those who work for small businesses which don't provide coverage, could purchase their own lower-cost policies. These policies would be personal and portable, and would be tax-advantaged.

No discussion of health care reform would be complete without taking a look at the need to reform our medical malpractice system. Too many places have made it unaffordable for doctors to stay and maintain a practice. They simply cannot afford the medical malpractice insurance necessary to operate a medical practice. Reforming this system must be a top priority of any health care reform effort.

On Immigration: Make English our official language, a la "E Pluribus Unum"

Make English Our Official Language: The motto on our coins--"E Pluribus Unum"--means, "Out of many, one." Our national motto is a recognition that at some point, virtually all of us had ancestors who came here from foreign lands--but once they arrived, they set about becoming Americans. Our common language is a unifying force in this process, and should be designated as the Official Language of the United States.

On Immigration: Immigration control is intertwined with homeland security

America is a land of, by, and for immigrants. But while we recognize and appreciate the contributions made by our forbears who came to America from foreign lands, we also must recognize that in the 21st century, immigration control policy is inextricably intertwined with homeland security policy--they are two sides of the same coin.

No nation can long survive that cannot--or will not--protect its borders. In a world where the greatest threats to our security come not from camouflage-fatigued armies on distant battlefields, nor even from nuclear missiles launched from other continents--but instead from chemical or biological or even nuclear weapons smuggled in across a border by a few terrorists bent on killing innocent Americans--immigration control is no longer a simple question of who gets to enjoy the bounty of America; it is now, in a very real sense, a matter of life and death. We must end this flow of illegal immigrants immediately.

On Tax Reform: We cannot tax and spend our way to prosperity

In Illinois, Tax Freedom Day--the day of the year when the average Illinois family stops earning money to pay for taxes, and starts earning money for itself--fell this year on April 15. That's 105 days of working to pay your taxes. And Cost of Government Day--the day of the year on which the average Illinois family has earned enough gross income to pay its share of the spending and regulatory burdens imposed by government on the federal, state, and local levels--fell on August 15. That's more than two-thirds of the year we spend, just to pay the costs of government.

We simply cannot tax and borrow and spend our way to prosperity--the results of the last decade's experiment in liberal government have proven that.

We'll need to start a phased in tax cut, beginning with repeal of the lame duck session's tax hikes on personal income, business income, the death tax, and business losses.
