Q: Which of the following statements comes closest to your personal view?
A: Choice C - but both need to be considered on a case by case basis. You have to balance.
In some cases--as in issues involving species--as Comptroller General I saw there has not been a reasonable balancing.

Q: For example?
A: Lockheed Martin has a big test facility in California--where they developed the F-22.
They had severe restrictions on their ability to do work because of some kind of insect or whatever in this property, which existed elsewhere too. It was for national security, ok? That's not a reasonable balance.
